I think that is speculation from the "dissident right" koosphere of the internet. And I bet its origin was dreamed up in a Moscow FSB troll farm.
There's no hard indicators that the leaders of Europe want a war -in fact everything happening internally would suggest the opposite. Preparing for war due to external aggression is not the same as starting a "convenient little war" to satiate a population, as you suggest.

Ukraine joining NATO is the definition of poking the bear. While NATO was originally created to oppose the Soviet Union, its' continued existence after the fall of the Iron Curtain implies a new purpose of opposing any Russian state (or perhaps militarily-peer state outside the organization). Why would any state willingly allow an opposed military alliance to expand to its' southern border? If Europe didn't want war, why would they try to expand NATO? What interest does Europe have in military alliance with Ukraine at all?
All the reasons you're citing as "not poking the bear", are why it was stupid to do so in the first place. You're acting like the EU hasn't thrown massive amounts of treasure into the fires of a proxy war against Russia, for the stated cause of expanding their military alliance to Russia's border.

1) The argument that Russia invading Ukraine due to "poking the bear" or being "forced" to stop "NATO Expansion" (especially in the south) is absolutely moronic due to the fact that the Russians had already done so. When they intervened in Georgia -carving out separatist republics in South Ossetia and Abkhazia, they automatically made Georgia ineligible to join NATO. Same with Ukraine after 2014 when Russia took over Crimea and set up the Donbass Separatist Republics. Hell, that's that's the whole reason Russia did all that. So riddle me this, why would Russia invade a country to stop a threat that they had already stopped nearly a decade prior? Hmmm? Get back to me when you read the NATO Charter on admitting new members...

The assertion that the "EU," the "U.S" or "the West" throwing "treasure" into a friendly country fighting against an aggressive adversarial neighbor is bad thing -is a downright laughable argument, and would suggest that funding Ukraine occurred in a vacuum, and not as a response to anything. To be honest, I think you're being either willfully ignorant -or acting in bad faith (possibly do to some xenophilia over based/trad Russia). Because you are totally ignoring the fact that Russia interferes and "spends treasure" elsewhere (including Ukraine prior to the "Euromaidan CIA Coup" as you probably believe it to be). But of course, silly me -its totally okay when "Baste Putin" does it, eh?

1) Believe NATO, the CIA, or the West started this war by "poking the bear"
2) Think that the Euromaidan was a Coup
